Agree that grant of rations would differentiate too greatly in favour of Indians, Expatriation allowance would be pensionable, so not a satisfactory.

I propose, therefore, that Indian Police should not (repeat not) receive free rations, but should be paid non pensionable residential allowance of 20% of their total emoluments, including basic pay.
